Neither budget include P&A, as it is an expense that has a wide range and depends on success of product on festival circuits and what P&A may result of that success. Average expected advertising, P&A cost are usually estimated at 100%-200% of the production budget to reap ROI numbers.
These budgets are preliminary estimates, and while a good range to expect in terms of payments for cast and crew, finalized numbers would be realized once The Waltz Film LLC entered officially into pre-production and reviewed with everyone involved.
